Narrative Description of Project
  • Establish modern cultivation methods in three hill tract districts and other rugged and mountainous areas of other districts and coastal areas of the coun, including unused land and homesteads in the modern system, by increasing the yield of garden crops by 20 percent and ensuring the availability of other field crops in flat lands;
  • To reduce the import dependence of local, potential foreign and exportable fruits by making cluster/club-based growth, besides saving foreign exchange and expanding the production and harvesting of production of fruits, along with expanding the processing and harvesting services;
  • Provide training to the producers, extension workers, and other related beneficiaries on various fruits production technology like productivity, expansion and production of technology, fruit harvesting, production of fruits, processing and preservation etc.;
  • Extension of modern fruits production technology through expo and other sustainable methods of the horticultural crops at the farmers level;
  • Poverty Reduction through Empowerment of Women, Increasing Income and Creating Job Opportunities in Gardens.
Description of Actual Services Provided by the Staff: The impact evaluation study will be conducted with the following scope of works:

  • Development Project Monitoring Guidelines and framework for the project.
  • Develop M&E Framework for monitoring
  • Develop data collection tools for field survey
  • Develop FGD, KII guidelines
  • Initial document/data collection and
  • Comparative review and examine present project related information (Background, Objectives, Status of project Approval/Revision, mode of financing, fund release, payments & other relevant issues etc.) according to the DPP;
  • Collect, review, analyze and present with graphical/tabular form of data in regards to overall progress & component wise implementation progress (physical and financial) of the project;
  • Provide reviews and feedback undertaken to make progress and criticism and fruitful progress, in relation to the project; the reason has to be mentioned which not being compatible;
  • Examine & review the tender documents (invitation of tender, evaluation of tender, approval procedures, contract awards etc.) whether the existing procurement rules (PPA-2006/PPR-2008) where followed/are being followed in procuring goods under the project;
  • Review and monitor the status of goods/works/services procured/are being procured and its proper maintenance with necessary/appropriate manpower under the project;
  • Monitor whether implementation of the project or any of the components has been delayed in terms of financing, procuring goods, managerial inefficiency, which causes to increase of project cost or implementation period and identify/analyze the reason/s responsible for the delay;
  • Examine and review the specification/BOQ/TOR, quality & quantity as mentioned in the tender documents are being monitored/examined properly in procuring goods/works/services under the project & to review the targets and actual progress against the approved APP (Annual Procurement Plan);
  • Explain the project’s main activities, the focus is on the development and implementation of the projects and the successes of the project (if any);
  • Overall review on the basis of above observations: consequent to the implementation of the project, the comparison of the relevant information with national information on the implementation of the project (in before and after of the project). Present comparative result of the progress after implementation of the horticulture demonstration and activities;
  • Investigate the strengths and weaknesses of the project and identify, potential threats and challenges (SWOT) towards effective implementation of ongoing activities of the project;
  • Visit constructed Horticulture Offices, review documents and provide report based on the finding;
  • Conduct in-depth interview/meeting with Project Director, concerned officials of the MOA & DAE and the other service providers, like farmers, public representatives and other beneficiaries.
  • Conduct FGDs, KIIs and consultative meeting;
  • Prepare In-depth Study report based on the collected information from project areas/locations and get approved by the respective authority;
  • Organize a Local Level Workshop attending project beneficiaries and stakeholders at the time of data collection;
  • Prepare Final Report after incorporating the comments and suggestions from the national level workshop;
  • Provide suggestion on project sustainability (Exit Plan).
